Goals:

*Provide a means by wich "loot" can fairly and efficiently be distributed.
*Retain the family feel that currently exists within the guild and avoid making things too regimented.
*Retain enough flexibility that officers can direct the course of gearing the guild.

TABLE OF CONTENTS:
I) Distribution Overview
II) Guild Bank
III) Professions & Reagents
IV) Loot Definitions
V) Loot Procedures & Priorities
VI) Loot Exceptions
VII) No Lobbying
VIII) Disclaimer
IX) Free roll Rules
X) EPGP Rules

I) DISTRIBUTION OVERVIEW
The Order of Mjolnir utilizes a free roll loot distribution method for 10 man content and the EPGP system for 25 & 40 man content. A designated officer/person will be assigned as the "Master Looter" and will be the person responsible for distributing any items. Officers have final say on any loot distribution. DO NOT argue loot issues during the raid. There is no such thing as a perfect system and people will disagree with some policies or may even make mistakes during distribution. If you have an issue with the way loot was distributed please refer to the {Grievances/Disagreement Policy} for procedures to follow.

II) GUILD BANK:
*The Guild Bank Officer is in charge of collecting and distributing items for guild use.
*Banked gear will be made available to members in good standing that meet item requirements.
*Class and/or Raid Role Leader may be consulted by the Guild Bank Officer before distributing gear to a character.
*Banked materials will be saved for the creation of items that facilitate guild progression.

III) REAGENTS & RECIPES

*Gathered Items: Each raid will have a designated Miner, Herbalist, Skinner or Enchanter who will tap the relevant resource or disenchant items on behalf of the members/guild bank.

*Patterns that create BoP gear
-Recipes that create BoP gear will be treated as the item they create for loot purposes. They will either count as part of a free roll gear tally or accrue GP to whom it is awarded. Normal priorities of item stats and alt vs. main will still apply.
-BoP recipes that create BoP gear will have a secondary roll off if not initially rolled upon as gear. Main vs. alt priorities will still apply. No distinction between Primary vs. off spec will be made. No armor type priorities will be used. This is essentially a greed roll for those with the profession.
-BoE recipes that create BoP items will be guild banked if not rolled upon as gear. GP based upon item created will be charged to whomever it is eventually awarded, even if it is not from a 25 man raid. If multiple players desire the recipe, EP/GP priority will be used.
-BoE recipes that create BoP gear will be liquidated on the AH if not requested by a player who intends to craft the item for personal use. If you see a pattern you want in the bank, ask quickly !

*Patterns that create BoE gear
-Before being offered rolls of any kind, the Profession Leaders for the relevant skill will have eminent priority for any pattern they do not know that creates a BoE item.
-BoP recipes that create BoE items will be free rolled. Main vs. alt priorities will still apply. No distinction between Primary vs. off spec will be made. No armor type priorities will be used. This is essentially a greed roll for those with the profession.
-In 25 man raids, BoE patterns that create BoE gear will be guild banked until it can be confirmed all the Profession Leaders of that trade do not already know the recipe. 10 man raids that are guild hosted (aka put up on the guild raid calendar) will also guild bank BoE patterns. If it is already known the profession leaders have a recipe, it will be offered for greed roll to crafters present at the kill before being banked.
-After it is determined all profession leaders have a given recipe, guild banked recipes will be made available for request in the relevant sticky of our member's forums. Recipes not requested will be liquidated on the AH - if you see one you want, ask quickly !

*Patterns that create Glyphs, Gem Cuts, Enchants, Item Enhancements, Consumables or Reagents.
-Before being offered for rolls of any kind, the Profession Leaders for the relevant skill will have eminent priority for any relevant pattern they do not already know.
-BoP patterns of these categories will be awarded to the highest /roll 100 if all Profession Leaders present already know the recipe. This is essentially a greed roll for the crafters.
-BoE patterns of these categories will be guild banked until it can be determined all profession leaders know the recipe.

IV) LOOT DEFINITIONS
*BoP: Abbreviation for "Bind on Pickup" items.
*BoE: Abbreviation for "Bind on Equip" items.
*Greens: Uncommon items whose name appears in GREEN lettering.
*Blues: Rare items whose name appears in BLUE lettering.
*Epics: Even more rare than blues, these are items whose names appear in PURPLE lettering.

V) LOOT ELIGIBILITY & PRIORITIES

*Alts & Mains:
- Every Player must declare a Main Character. All other characters are Alts. All Main & Alt Characters must declare a Primary Raid Spec (PRS).
- If Raid/Guild leadership requested a player to bring their alt instead of their main, the Alt will have the loot privileges of Main Character on that run.
- Until a Player declares a Main, ALL of their toons will be considered an Alt.
- There is a 30 day probation period for those that change mains. During that time, all of their characters will be considered an alt. Guild leadership reserves the right to end or extend this probation.
- See Distribution Protocol & Item Stat Priorities for further information about alts and mains.

*Raid specs. & Respecs.
- Your Primary Raid Spec (PRS) determines the order that one's loot rolls are accepted when an item is offered for rolls. With the addition of Dual-specs, one's Secondary Raid Spec (SRS) may also be a factor.
- Order of Mjolnir does NOT impose talent specs or re-specs on their members. All talent spec changes are voluntary, even if asked by an officer or raid leader to do so. Players always have the right to refuse such a request. However, one's PRS or SRS may not always have a raid slot available.
- When a player accepts a request to re-spec by guild leadership, they still roll as their Primary Raid Spec., not their Temporay Raid Spec.
- Players can request to substitute their Temporary Raid Spec for loot roll eligibility for the duration of a raid run. Leadership has right to refuse that request.
- The request to be considered as a Temporary Raid Spec MUST be accepted by leadership BEFORE the first boss kill or relevant trash drop attended. Otherwise, the PRS applies for duration of run. No exceptions.
- When accepted into a raid, players are understood to be present as their PRS All changes to PRS must be declared before the start of a Raid Week and approved prior to signing up for a raid. Misrepresenting one's Raid Spec is grounds for disciplinary action.

*Distribution Protocol
-Raid leadership will state which item is up for rolls and which class/specs are eligible. Eligibility will be broadened until the item is awarded or disenchanted.
-Primary armor type will be given priority of alternative armor. Cloth wearers have priority on Cloth items, Leather wearers on Leather, and so on.
-Item Stats will determine which raid role (Tank, Healer, DPS) has priority for a given item. See Item Stat Priorities below for more detail.
-Normally, Mains come before Alts in matters of equal Armor and Item Stat priorities. (For example, a Main with a Healing PRS gets priority on a Healing item over an Alt with a Healing PRS. However, sometimes Alts are given privileges as a Main when their presence was requested by raid leadership)
-Alts come before Mains when they have greater Armor and Item Stat priority. (For example an Alt with a Tanking PRS gets priority on a Tanking item over a Main with a DPS or Healing PRS).
-SRS should be given priority over hypothetical specs. By example, a Paladin with Protection PRS & Retribution SRS should not get Holy gear before some one with a Holy PRS or SRS.

*Item Stat Priorities: (Note that this does NOT override armor type priorities)
-Casters will have priority over Physical classes on items with Spell Power or Spell Penetration as well as items with significant Spirit.
-Physical classes will have priority over Casters on items with Armor Penetration, Attack Power, Expertise, or "Tanking Stats" as well as items with significant Strength, Stamina or Agility.
-Items with Defense, Dodge, Parry or Shield Block Ratings will be considered Tanking gear. This may also apply to items that have exceptionally high Armor or Stamina.
-Items with Hit Rating, Armor Penetration or Spell Penetration will be considered DPS gear, unless already considered a Tanking item.
-Items with Agility will give priority to physical DPS that derive attack power from Agility, unless it has tanking stats.
-Items with Strength will give priority to physically DPS that do Not derive attack power from Agility, unless it has tanking stats.
-Items with MP5 will be considered Healing gear, unless it has Tanking stats, Hit Rating, Penetration, Attack Power or Expertise.
-Melee physical DPS weapons will give priority to non-Hunters.
-Main hand use of a melee weapon will give priority over off hand use.
-Bows, Crossbows & Guns will give priority to Hunters, unless they have tanking stats.
-Plate items that lack Tanking stats, Expertise or Spell Power will be considered DPS gear.
-Mail Armor with Spell Power and MP5 does not give Healers priority over DPS Casters.
-Items with Spirit that lack an armor type (necklaces, rings, off-hands, etc.) will give priority to Cloth and Leather Classes over other Casters.
-Items with Hit Rating and Spirit that lack an armor type (necklaces, rings, weapons, etc.) does NOT give special priority to Cloth and Leather DPS casters over Mail Casters.
-One Handed Axe, Mace, & Sword Physical DPS weapons will NOT use Strength or Agility to determine loot priorities unless they also have Tanking stats.
-Trinkets that have the primary effect of increasing mana regeneration or reducing mana cost will give priority to healers.
-Certain non-tier items with set bonuses may give priority to those on the verge of completing the set. An example of such an item are the trinkets from Ony 10 & Ony 25.

VI) EXCEPTIONS: The Free Roll and EPGP rules may have specific exceptions not listed here.

VII) NO LOBBYING:
*Do not request that anyone pass on an item, even if you *really* want it, or think that someone else really "needs" it.
*We don't want players intimidated or uncomfortable about rolling on an item that is appropriate for their class/spec.
*However, when choosing what items to roll on, be mindful of the guild objectives as well as your own.

VIII) DISCLAIMER:
*Guild Leader and Officers reserve the right to amend and interpret the rules in this document and are the FINAL say in all situations.
*This document is subject to change with the evolution of the guild.

--------------------------------------------------------------------------------
IX) FREE ROLL RULES

Order of Mjolnir uses Free Roll to distribute loot in 10 person raids. These rules can also be used as a model for distributing loot in 5 person dungeons, but that is beyond the scope of guild supervision. In the event that EPGP was not in service, these rules would be used for 25 man runs.

The Free Roll rules are intended to be simple with a bare minimum of accounting. However, to prevent randomness from unduly impeding Guild Progression and/or punishing the chronically unlucky, some additional rules have been added.

1) THE BASICS:
*There are two categories: Need & Greed. A tally of each will be kept. The item will be offered as described below for Need. If there are no Need rolls, the process will be repeated for Greed.
*When a BoP item is made available by the ML, Players interested in having that item count as one of their Epic awards /roll 1-100.
*Priorities of Armor Type, Item Stat, Main/Alt & relevant Profession supersede tally of gear won. For more information, see section (III) & (V) above.
*The Player with the highest relevant priority and lowest tally of items wins the drop.
*If two or more players have an equal priority & tally of awards (which can be zero), then the player who had the highest /roll wins the item.
*Re-/roll 1-100 as many times needed to break ties.
*The tally is Player based, not Character based.
*Gear of different quality (Blue BoP or Purple BoP) are tallied separately.
*Patterns that create gear are treated as the gear they create. See section (III) above for more detail.
*Patterns that do not create gear have its own tally. All non-gear creating patterns are counted in the same tally.

2) BOE ITEMS
*BoE items are saved for the guild bank if there is not a suitable player in raid to use it. See (II) GUILD BANK for more detail.
*Epic BoE items that are part of a zone's loot table are treated as BoP Epics.
*If BoE gear is an upgrade for one or more players present, all such items will be rolled upon, using the same criteria as BoP drops.
*BoE recipes will be Guild Banked if a Profession Leader is not present.
*Sometimes Green BoE items will be passed along to the raid. The ML will set the loot threshold to Rare or /random 1-10 the items.

3) LOOT EXCEPTION: MTP (Main Tank Priority)
*Only applies to situations when Free Roll rules were used in 25 man raids instead of EPGP
*Guild Main Tanks will be given eminent priority on Tier Drops used to make Tanking gear.
*If more than one Designated Guild MT is eligible for the item, the player with the least number of Tier Drops awarded that raid wins.
*If number of Tier drops won is equal, then highest rank is awarded the drop.
*If rank is equal, then as /roll 1-100 as many times needed to break ties.
*To be categorized as a Guild Main Tank, one must:
-Have a Tanking tree as their PRS (Protection, Feral, or Frost)
-Be approved as a designated Guild MT by the Guild Leader.
*Current Designated Guild Main Tanks: Walathor

-----------------------------------------------------------------------------
X) EPGP RULES

EPGP is a loot add on used to award gear in 25 & 40 player raids
*To download the mod, and be able to review your points, please download: (UNDER CONSTRUCTION)
*For more information beyond that covered below, see: (UNDER CONSTRUCTION)
*If there is a problem or concern with EPGP, seek assistance from your Class or Raid Role Leader. They will mediate on your behalf with the EPGP loot officers.
*Current EPGP Officers: Odin's Fist rank & above.

EP/GP Loot System:
*EP = "Effort Points"
*GP = "Gear Points"
*LP = "Loot Priority" = EP / GP

1) Conceptual Overview:
*EPGP is based on the concept of Effort Points and Gear Points.
*Effort Points quantify the effort each member puts towards guild goals and organized activities.
*Gear Points quantify the value of items received.
*Loot priority is computed as the quotient of EP divided by GP.
*Players must have a minimum EP total to be initially eligible for items. If no one with the minimum wants the item, its will be available to those w/out.
*EP and GP values decay by a flat percentage over time. OoM uses 10% weekly.
*GP value can never decay below a pre-set number. This is done to mitigate counter productive LP ratios.
*EPGP will only be used for the award of items of Epic or Legendary status.

2) Specifics of Order of Mjolnir Implementation:

GUILD SETTINGS:
*Minimum total EP to be initially eligible for an award: 4200 EP (item will still be available to those with less than 4200 if no one with minimum is willing to spend GP)
*Minimum total GP: 200 GP. You will never decay below this number.

MAINS & ALTS
*The system uses a "single instance" of EP/GP per PERSON rather than per character.
*All points accumulated on your alt go towards your main.

EP AWARDS:
*Raid Attendance
-You will receive EP awards on a per quarter hour basis for the time you spend raiding with OOM.
-Attending EPGP raids (official 25/40 man raids) - 65 EP per 15 minutes

*Progression Goals: Extra EP is awarded for boss kills in 25/40 man raids. These points are non-cumulative:
-Boss Kill, on farm: 50 EP
-Boss Kill, not on farm: 100 EP
-Boss Kill, guild first: 150 EP

*Stand-by Raiders: Whispering on the EP standby list.
-Raiders that are on standby and online, ready to raid, can whisper when prompted by the EP/GP mod for standby points.
-Whispering for standby EP points means that you are ready to come to the raid that is generating the EP standby points in less than 5 minutes. Don't bother whispering for points if you in game activities preclude you from dropping what you are doing, and coming to raid.
-If you are whispering for points, and are unable to come to raid when called upon to do so, you will raise the ire of the powers that be and a painfully harsh EP penalty will ensue. Trust me, you don't want this to happen. Don't whisper for points if you can't drop what you are doing and come directly to raid.

GP ACCUMULATION:
*Receiving a piece of loot in a 25man raid will add that loots' value to your GP total.
-If you are on an alt, then the value will be added to your main GP total.
-The EPGP mod will add the GP value to the item's tooltip. You can see the GP value of any piece of gear you can find linked in-game.
-The GP value is computed using the item level and the equipping slot of each item
-GP = (Under construction)

*Starting & Minimum GP :
-Any member of OOM who has less than 200 GP will have their GP total changed to 200 GP.
-This applies to both new and old members.

ITEM DISTRIBUTION
*Minimum EP to Bid
-A member must have 200 EP in order to be eligible for bidding on an item.
-In the EPGP mod, any member with a total EP lower than the Minimum amount required will be greyed out.
-If no one of the required EP & relevant priority wants the items, it would be made available to a relevant players with less than 200 EP.

*Bidding on Loot
-The standard Distribution Protocol for Armor Type, Item Stats and Alts apply. See section (V) for more detail.
-All EPGP eligible loot will be announced by the Master Looter (ML).
-The ML will link the item in raid chat and state - "Please /roll 1 for <item>".
-Players interested in the item for their primary raid spec will then /roll 1.
-Do not /roll 100. A roll of 1-100 can be mistaken for an off-spec roll using the Buyout option (see below).
-Using the standard armor type and item stat priorities, the player with the highest PR (EP/GP) for the item is awarded the drop.
-The GP for the item will be applied to the player's Main Character.

*BoP Patterns (Recipes, Schematics, etc.)
-If the character designated Primary <Profession> of the Guild is present, they have first priority, regardless of rank. This is usually an officer.
-Patterns that create gear are treated as the item they create. See section (III) above for more detail.
-Patterns that do not create gear are handled as per section (III) above.

*BoE Items
-BoE items are saved for the guild bank. See (II) GUILD BANK for more detail.
-BoE Epics that are part of a raid instance loot table are handled as BoP Epics.
-If BoE gear is an upgrade for one or more players present, all such items will be rolled on, using the same criteria as BoP drops. Only those with a relevant declared PRS or SRS for the raid role in question will have their /roll 100 considered.
-Sometimes Green BoE items will be passed along to the raid. The ML will set the loot threshold to Rare or /random 1-25 the items.

*Buyback Option:
-Before an item is DE'd, players may be given a chance to "buy" the item from the guild bank, instead of paying Gear Points.
-This is done by replacing the maxium amount of reagents DE'ing the item may have generated.
-Once available for buyout, the ML will say, "Please /roll 100 for <item name>.
-The highest roll will win the item, using as many re-rolls of 1-100 necessary to break ties.
-As this is effectively a Greed roll, no tally will be kept of such awards. If you really want it, /roll 1 and spend Gear Points.
-1 GP will be charged to the player awarded a buyback item to create an electronic record. Please don't fret about 1 single gear point - your complaints will be ignored if not outright ridiculed.

DECAY
*A system wide decay of 10% on all EP and GP point totals is performed once per week
*This will be after the last raid in the week, before the weekly reset of zones. Usually this is done on Sunday.

Item stat priority update 09-14-09

"-One Handed Axe, Mace, & Sword Physical DPS weapons will NOT use Strength or Agility to determine loot priorities unless they also have Tanking stats."

Dual wielding DK's can now rejoice, hack and stab things repeatedly, or just use the time honored standby of punting a gnome. :P

Rule Patch 05-18-10.

Free Roll Raids:
*There is no longer any buybacks for free roll raids.
*Items will be offered first for Need rolls, then for Greed rolls. A tally of each will be kept.
*The person with the lowest number of awards in the Need or Greed category will win the drop, with the value of the roll used to break ties when two or more players have an equal least tally of Need or Greed drops won.
*Everyone starts tied at zero drops at the start of the raid.

EP/GP Raids:
*Buybacks are no longer limited to a different raid role than one's PRS. Anyone can choose to /roll 100 instead of /roll 1 for any item.
*Currently, there is no tally of buyback rolls in EP/GP raids. This may change if lady luck proves too cruel a mistress.
*1 GP will be charged for buyback items to create an electronic record.

Implications:
Opening up all items for buyback rolls in EP/GP raids will change the strategic landscape somewhat. It will have the likely effect of making the first drop of certain items much more competitive. The goal is to encourage players to take sidegrades or off-spec items without having to compromise their priority for high yield PRS items.
